The 22nd Meeting of the BSEC-URTA General Assembly was held on 3 October 2012 in Chisinau, Moldova and was honoured by the participation of H.E. Ambassador Ahmet Erozan – the First Deputy Secretary General of BSEC Organization, Mrs. Simona Marinescu – Director of UNDP International Center for Private Sector in Development in Istanbul, H.E. Ambassador Leonidas Chrysanthopoulos – IRU Consultant, Mr. Igor Rounov – the IRU Undersecretary General, Mr. Petru Nichiciuc – Director for Road Transport Policies, Ministry of Transport and Road Infrastructure of Moldova, Mr. Valeriu Ciubuc – Deputy Minister of Transport and Road Infrastructure of Moldova, Mr. Tudor Dabija – Vice-Director of Department of National Customs Administration of Moldova and Mr. Oleg Kamberski – IRU Head Passenger Transport and Taxis.
The Director for Road Transport Policies, Ministry of Transport and Road Infrastructure of Moldova, Mr. Petru Nichiciuc made a comprehensive presentation on the road transport system in Moldova.
It was noted that Ukrainian Association AsMAP UA considerated positively for Ukraine to join the BSEC Permit project in the future.
The Agenda included the implementation of a new BSEC Pilot Project on early introduction of the UNECE International Vehicle Weight Certificate in the BSEC Region in partnership with the UNDP, IRU and BSEC.
The Director of CIPTI (AITA Training Center), Mr. Sergey Taran made a presentation on ITF Quality Charter on behalf of the IRU Academy and invited the Member Associations to contact urgently their relevant competent authorities and invite them to participate actively in the ITF Road Transport Group Work on the future Quality Charter, to be adopted by ITF Ministers in May 2013.
Mr. Oleg Kamberski, Head Passenger and Taxis, IRU made presentation on the ‘’Smart Move’’ Programme and the OmniBus Agreement. Noted and supported his proposals to consider the possibility of regularly addressing in the future passenger transport issues within its work programme, and the usefulness of proposing the creating of a BSEC public-private Smart Move High Level Groups to work out a vision and concrete recommendations on how to facilitate passenger transport by bus and coach in the region in short-medium and long term.
In a conclusion, participants thanked AITA for the excellent organization of the meeting and the hospitality extended and expressed special thanks to its President Mr. Vladimir Florea for his invaluable efforts and personal leadership to promote interests of the industry in Moldova, as well as the Moldovan road transport operators on the occasion of the AITA’s 20th Anniversary.
