27th Meeting of the Council of Ministers of Foreign Affairs of the BSEC Member States

27th Meeting of the Council of Ministers of Foreign Affairs of the BSEC Member States was held on 15 December 2012.

One of the Council’s Resolutions is to be set up a Task Force, within the Steering Committee on Facilitation of Road Transport of goods, on elaboration of a road map for the BSEC Pilot Project on the introduction of the IVWC (International Vehicle Weight Certificate).

Also, the Council noted of the Report of the Meeting of the Working Group on Transport in Izmir on 26-27 November 2012 and the Report of the 8th Meeting of the Steering Committee on Facilitation of Road Transport of Goods in the BSEC region (26 November 2012, Izmir), on the progress achieved in the implementation of Memoranda on the Coordinated Development of the Black Sea Ring Highway, on the Development of the Motorways of the Sea and on the Facilitation of Road Transport of Goods in the BSEC region and instructed the Working Group to continue its for further implementation of the Memoranda and of decisions taken at the meetings.

The Council also noted the Report of the Meeting of the Ministers of Transport of the BSEC Member States held in Izmir on 28 November 2012 and welcomed the adoption of “the Izmir Joint Declaration on Cooperation in the Sphere of Transport in the BSEC Region” and instructed the Working Group on Transport to undertake necessary measures for the effective implementation of its provisions.

The Council took also note of information about the International Conference on Trade and Transport Facilitation in the Black Sea, Central Asia and Middle East Regions.

The Council expressed its appreciation both to the BSEC-URTA and IRU, for the long-lasting fruitful cooperation resulted in implementation of some initiatives in the past and continuing in 2012 with endeavours as the Model Highway Initiative, the Project for issuing the BSEC Permit, elaboration of the IVWC Pilot Project and submission of joint proposals for the implementation of the BSEC Economic Agenda in transport field in 2013-2015.
