35th MEETING OF THE BSEC-URTA MANAGEMENT COUNCIL

35th Meeting of the BSEC-URTA Management Council was held in Istanbul on 28 January 2015.  The Management Council adopted the BSEC-URTA Priorities in 2015, as followings:

a)     Welcoming to the BSEC-URTA of interested National Associations from neighbouring regions, notably across the ECO region.

b)    Further enlargement of the geographical coverage of the BSEC Permit, extension of its usage on a voluntary basis to the 3rd country transport and shift from one trip usage by a truck to multiple trips usage by a company.

c)     Continuation of implementation of the International Vehicle Weight Certificate under Annex 8 to the UN Harmonization Convention, 1982.

d)    Implementation of the TIR-EPD Green Lanes, including new TIR tools and products, on the main road transport corridors in the BSEC region.

Management Council also welcomed the information by H.E. Ambassador Traian Chebeleu on behalf of the BSEC Secretary General, H.E. Amb. Victor Tvircun, that the BSEC PERMIS would attach a priority to encouraging participation of all BSES Member States in the BSEC projects, including the BSEC Permit and IVWC project. BSEC PERMIS also invited representatives of IRU and BSEC-URTA in the Joint Meeting of the Working Groups on Customs Matters and on Trade and Economic Development with the participation of experts on transport to be held at the BSEC Headquarters in Istanbul on 4 March 2015.

Agreed with the proposal of Mr. Alper Özel that the Member Associations should be able to monitor and develop collective responses to major developments beyond the BSEC region, which, however, have a significant impact on the BSEC road transport industry, such as, for example, the new rules in Germany regarding implementation of minimum wage on road transport services.
